As a BPL holder you can only undertake tethered flights in hot-air balloons if you hold a tethered hot-air balloon flight rating in accordance with BFCL.200. The privileges you gain with attending the tethered hot-air balloon flight rating are to fly the hot-air balloon while bonded to the ground.
